I'm sure the reason had nothing to with elevated privileges and everything to do with the fact that, while my limited user desktop folder is by far the largest on my hard drive, my Administrator desktop, which I almost never visit, is tiny. Then I used the properties dialogue from the new desktop shortcut to make it always run as administrator so that now all I have to do is double-click it and respond to the UAC prompt to open it.

But after uninstalling it, my control panel no longer crashes!

Wow easiest fix ever. Compatibility mode exists for a reason people. DLL, version: 8. After restarting, the service was started as "local system" and everything was ok. I did some research on the first dll and found that I think it has do with Windows Aero. I got a few notices from windows while playing games most recently WoW suggesting I turn off Windows Aero for better performance.

The result in Process Monitor was "no more files", so I moved them to another place. Now Nvidia Control Panel works like a charm! I greatly appreciate the advice on using Process monitor, but in my opinion, the problem is Nvidia Control Panel scanning my HDD in the first place.

I had the problem of Nvidia control panel closing whenever it was on manage 3d settings, which was default so it always closed as soon as I opened it. After much gnashing of teeth I tried the process moniter program and saw that nvcplui. Long story short the culprit was a folder of shortcuts I had on my desktop. I zipped them and deleted the folder of shortcuts and now Nvidia control panel works again, I can use manage 3d settings without it crashing.

I am a little disjointed in Nvidia, I would rather have an efficient and stabe settings tool than the ray tracing they keep trying to sell. I have come to say that I've solved my problem by deleting a folder in the Desktop.
